A former special-forces military man forcibly reassigned to do police work on Crossroads Station. Despite his advanced age (just over 60), is the police force’s heavy assault person, due to his extensive experience. Doesn’t often talk about the old days, except to emphasize that he was the best rifleman in the “marines.” Has a grey beard that he keeps close-cropped and piercing robin’s egg blue eyes.

Mentor and technically superior of Penny O’Hara. Has indicated at least a passing familiarity with the Socrates and Captain Slavin.

During the events of the Crossroads Station bombing ((date?)), Lotter led a group of civilians from the holding cells to the hanger bay, where they escaped aboard The Blackbird. Lotter was later transferred to another ship and returned to the station to aid with cleanup and rescue operations.
